Latvia (/ˈlɑːtviə/ or /ˈlætviə/ (About this soundlisten); Latvian: Latvija [ˈlatvija]), officially known as the Republic of Latvia (Latvian: Latvijas Republika), is a country in the Baltic region of Northern Europe.[15][16][17] Since Latvia's independence in 1918, it has been referred to as one of the Baltic states. It is bordered by Estonia to the north, Lithuania to the south, Russia to the east, Belarus to the southeast, and shares a maritime border with Sweden to the west. Latvia has 1,957,200 inhabitants[18] and a territory of 64,589 km2 (24,938 sq mi).[19] Its capital and largest city is Riga; other notable major cities in Latvia are Daugavpils, Liepāja, Jelgava and Jūrmala. The country has a temperate seasonal climate.[20] The Baltic Sea moderates the climate, although the country has four distinct seasons and snowy winters.

After centuries of Swedish, Polish-Lithuanian and Russian rule, a rule mainly executed by the Baltic German aristocracy, the Republic of Latvia was established on 18 November 1918 when it broke away from the Russian Empire and declared independence in the aftermath of World War I.[3] However, by the 1930s the country became increasingly autocratic after the coup in 1934 establishing an authoritarian regime under Kārlis Ulmanis. The country's de facto independence was interrupted at the outset of World War II, beginning with Latvia's forcible incorporation into the Soviet Union, followed by the invasion and occupation by Nazi Germany in 1941, and the re-occupation by the Soviets in 1944 (Courland Pocket in 1945) to form the Latvian SSR for the next 45 years.

The peaceful Singing Revolution, starting in 1987, called for Baltic emancipation from Soviet rule and condemning the Communist regime's illegal takeover.[21] It ended with the Declaration on the Restoration of Independence of the Republic of Latvia on 4 May 1990 and restoring de facto independence on 21 August 1991.[22] Latvia is a democratic sovereign state, parliamentary republic. Capital city Riga served as the European Capital of Culture in 2014. Latvian is the official language. Latvia is a unitary state, divided into 119 administrative divisions, of which 110 are municipalities and nine are cities.[23] Latvians and Livonians are the indigenous people of Latvia.[19] Latvian and Lithuanian are the only two surviving Baltic languages.

Despite foreign rule from the 13th to 20th centuries, the Latvian nation maintained its identity throughout the generations via the language and musical traditions. However, as a consequence of centuries of Russian rule (1710–1918) and later Soviet occupation, 26.9% of the population of Latvia are ethnic Russians,[24] some of whom (10.7% of Latvian residents[25]) have not gained citizenship, leaving them with no citizenship at all. Until World War II, Latvia also had significant minorities of ethnic Germans and Jews. Latvia is historically predominantly Lutheran Protestant, except for the Latgale region in the southeast, which has historically been predominantly Roman Catholic.[26] The Russian population is largely Eastern Orthodox Christians.

Latvia is a developed country with an advanced, high-income economy [27][28] and ranks 39th in the Human Development Index.[29] It performs favorably in measurements of civil liberties, press freedom, internet freedom, democratic governance, living standards, and peacefulness. Latvia is a member of the European Union, Eurozone, NATO, the Council of Europe, the United Nations, CBSS, the IMF, NB8, NIB, OECD, OSCE, and WTO. A full member of the Eurozone, it began using the euro as its currency on 1 January 2014, replacing the Latvian lats.[30]


After the Livonian War (1558–1583), Livonia (Northern Latvia & Southern Estonia) fell under Polish and Lithuanian rule.[37] The southern part of Estonia and the northern part of Latvia were ceded to the Grand Duchy of Lithuania and formed into the Duchy of Livonia (Ducatus Livoniae Ultradunensis). Gotthard Kettler, the last Master of the Order of Livonia, formed the Duchy of Courland and Semigallia.[41] Though the duchy was a vassal state to Poland, it retained a considerable degree of autonomy and experienced a golden age in the 16th century. Latgalia, the easternmost region of Latvia, became a part of the Inflanty Voivodeship of the Polish-Lithuanian Commonwealth.[42]

In the 17th and early 18th centuries, the Polish–Lithuanian Commonwealth, Sweden, and Russia struggled for supremacy in the eastern Baltic. After the Polish–Swedish War, northern Livonia (including Vidzeme) came under Swedish rule. Riga became the capital of Swedish Livonia and the largest city in the entire Swedish Empire.[43] Fighting continued sporadically between Sweden and Poland until the Truce of Altmark in 1629.[citation needed] In Latvia, the Swedish period is generally remembered as positive; serfdom was eased, a network of schools was established for the peasantry, and the power of the regional barons was diminished.[44][45]

Several important cultural changes occurred during this time. Under Swedish and largely German rule, western Latvia adopted Lutheranism as its main religion. The ancient tribes of the Couronians, Semigallians, Selonians, Livs, and northern Latgallians assimilated to form the Latvian people, speaking one Latvian language. Throughout all the centuries, however, an actual Latvian state had not been established, so the borders and definitions of who exactly fell within that group are largely subjective. Meanwhile, largely isolated from the rest of Latvia, southern Latgallians adopted Catholicism under Polish/Jesuit influence. The native dialect remained distinct, although it acquired many Polish and Russian loanwords.[46]

The capitulation of Estonia and Livonia in 1710 and the Treaty of Nystad, ending the Great Northern War in 1721, gave Vidzeme to Russia (it became part of the Riga Governorate).[citation needed] The Latgale region remained part of the Polish–Lithuanian Commonwealth as Inflanty Voivodeship until 1772, when it was incorporated into Russia. The Duchy of Courland and Semigallia became an autonomous Russian province (the Courland Governorate) in 1795, bringing all of what is now Latvia into the Russian Empire. All three Baltic provinces preserved local laws, German as the local official language and their own parliament, the Landtag.[citation needed]

During the Great Northern War (1700–1721), up to 40 percent of Latvians died from famine and plague.[47] Half the residents of Riga were killed by plague in 1710–1711.[48]

The emancipation of the serfs took place in Courland in 1817 and in Vidzeme in 1819.[citation needed] In practice, however, the emancipation was actually advantageous to the landowners and nobility,[citation needed] as it dispossessed peasants of their land without compensation, forcing them to return to work at the estates "of their own free will".[citation needed]

During these two centuries Latvia experienced economic and construction boom – ports were expanded (Riga became the largest port in the Russian Empire), railways built; new factories, banks, and a University were established; many residential, public (theatres and museums), and school buildings were erected; new parks formed; and so on. Riga's boulevards and some streets outside the Old Town date from this period.[citation needed]

Worth mentioning is the fact that numeracy was also higher in the Livonian and Courlandian parts of the Russian Empire, which may have been influenced by the Protestant religion of the inhabitants.[49]

A nation is a stable community of people formed on the basis of a common language, territory, history, ethnicity, or a common culture. A nation is more overtly political than an ethnic group;[1][2] it has been described as "a fully mobilized or institutionalized ethnic group".[3] Some nations are ethnic groups (see ethnic nationalism) and some are not (see civic nationalism and multiculturalism).[3] A nation has also been defined as a cultural-political community that has become conscious of its autonomy, unity and particular interests.[4]
American political scientist Benedict Anderson characterised a nation as an "imagined community",[5] and Australian academic Paul James sees it as an "abstract community".[6] A nation is an imagined community in the sense that the material conditions exist for imagining extended and shared connections and that it is objectively impersonal, even if each individual in the nation experience themselves as subjectively part of an embodied unity with others. For the most part, members of a nation remain strangers to each other and will likely never meet.[7] Hence the phrase, "a nation of strangers" used by such writers as American journalist Vance Packard. So, a nation is an intersubjective reality and exists solely in the collective imagination of the citizens. Even if a person comes to believe that a nation does not exist, the nation will remain unharmed, as it is not a subjective reality which exists in the mind of a single person. Only if a very large number of people come to believe that the nation should not exist and end its validity will the nation cease to exist.[8][9][10]
 

Independent Belgium

In 1830, the Belgian Revolution led to the separation of the Southern Provinces from the Netherlands and to the establishment of a Catholic and bourgeois, officially French-speaking and neutral, independent Belgium under a provisional government and a national congress.[28][29] Since the installation of Leopold I as king on 21 July 1831, now celebrated as Belgium's National Day, Belgium has been a constitutional monarchy and parliamentary democracy, with a laicist constitution based on the Napoleonic code.[30] Although the franchise was initially restricted, universal suffrage for men was introduced after the general strike of 1893 (with plural voting until 1919) and for women in 1949.

The main political parties of the 19th century were the Catholic Party and the Liberal Party, with the Belgian Labour Party emerging towards the end of the 19th century. French was originally the single official language adopted by the nobility and the bourgeoisie. It progressively lost its overall importance as Dutch became recognized as well. This recognition became official in 1898, and in 1967, the parliament accepted a Dutch version of the Constitution.[31]

The Berlin Conference of 1885 ceded control of the Congo Free State to King Leopold II as his private possession. From around 1900 there was growing international concern for the extreme and savage treatment of the Congolese population under Leopold II, for whom the Congo was primarily a source of revenue from ivory and rubber production.[32] Many Congolese were killed by Leopold's agents for failing to meet production quotas for ivory and rubber.[33] In 1908, this outcry led the Belgian state to assume responsibility for the government of the colony, henceforth called the Belgian Congo.[34] A Belgian commission in 1919 estimated that Congo's population was half what it was in 1879.[33]

Germany invaded Belgium in August 1914 as part of the Schlieffen Plan to attack France, and much of the Western Front fighting of World War I occurred in western parts of the country. The opening months of the war were known as the Rape of Belgium due to German excesses. Belgium assumed control of the German colonies of Ruanda-Urundi (modern-day Rwanda and Burundi) during the war, and in 1924 the League of Nations mandated them to Belgium. In the aftermath of the First World War, Belgium annexed the Prussian districts of Eupen and Malmedy in 1925, thereby causing the presence of a German-speaking minority.

German forces again invaded the country in May 1940, and 40,690 Belgians, over half of them Jews, were killed during the subsequent occupation and The Holocaust. From September 1944 to February 1945 the Allies liberated Belgium. After World War II, a general strike forced King Leopold III to abdicate in 1951, since many Belgians felt he had collaborated with Germany during the war.[35] The Belgian Congo gained independence in 1960 during the Congo Crisis;[36] Ruanda-Urundi followed with its independence two years later. Belgium joined NATO as a founding member and formed the Benelux group of nations with the Netherlands and Luxembourg.

Belgium became one of the six founding members of the European Coal and Steel Community in 1951 and of the European Atomic Energy Community and European Economic Community, established in 1957. The latter has now become the European Union, for which Belgium hosts major administrations and institutions, including the European Commission, the Council of the European Union and the extraordinary and committee sessions of the European Parliament.

In the early 1990s, Belgium saw several large corruption scandals notably surrounding Marc Dutroux, Andre Cools, the Dioxin Affair, Agusta Scandal and Murder of Karen Van Noppen.

Belgium shares borders with France (620 km), Germany (167 km), Luxembourg (148 km) and the Netherlands (450 km). Its total surface, including water area, is 30,689 km2 (11,849 sq mi). Before 2018, its total area was believed to be 30,528 km2 (11,787 sq mi). However, when the country's statistics were measured in 2018, a new calculation method was used. Unlike previous calculations, this one included the area from the coast to the low-water line, revealing the country to be 160 km2 (62 sq mi) larger in surface area than previously thought.[37][38] Its land area alone is 30,278 km2.[39][needs update] It lies between latitudes 49°30' and 51°30' N, and longitudes 2°33' and 6°24' E.[40]

Belgium has three main geographical regions; the coastal plain in the northwest and the central plateau both belong to the Anglo-Belgian Basin, and the Ardennes uplands in the southeast to the Hercynian orogenic belt. The Paris Basin reaches a small fourth area at Belgium's southernmost tip, Belgian Lorraine.[41]

The coastal plain consists mainly of sand dunes and polders. Further inland lies a smooth, slowly rising landscape irrigated by numerous waterways, with fertile valleys and the northeastern sandy plain of the Campine (Kempen). The thickly forested hills and plateaus of the Ardennes are more rugged and rocky with caves and small gorges. Extending westward into France, this area is eastwardly connected to the Eifel in Germany by the High Fens plateau, on which the Signal de Botrange forms the country's highest point at 694 m (2,277 ft).[42][43]

The climate is maritime temperate with significant precipitation in all seasons (Köppen climate classification: Cfb), like most of northwest Europe.[44] The average temperature is lowest in January at 3 °C (37.4 °F) and highest in July at 18 °C (64.4 °F). The average precipitation per month varies between 54 mm (2.1 in) for February and April, to 78 mm (3.1 in) for July.[45] Averages for the years 2000 to 2006 show daily temperature minimums of 7 °C (44.6 °F) and maximums of 14 °C (57.2 °F) and monthly rainfall of 74 mm (2.9 in); these are about 1 °C and nearly 10 millimetres above last century's normal values, respectively.[46]

Phytogeographically, Belgium is shared between the Atlantic European and Central European provinces of the Circumboreal Region within the Boreal Kingdom.[47] According to the World Wide Fund for Nature, the territory of Belgium belongs to the terrestrial ecoregions of Atlantic mixed forests and Western European broadleaf forests.[48][49] Belgium had a 2018 Forest Landscape Integrity Index mean score of 1.36/10, ranking it 163rd globally out of 172 countries.[50]
